Reflecting Pool Contractor Admits Repair Work Caused Damage, Not Vandals

A contractor has acknowledged that recent damage to the Lincoln Memorial Reflecting Pool stemmed from its own repair work, not vandalism. The company pointed to human oversight and a flawed plan as the primary causes. Documents reviewed this week outline how the errors unfolded.

The problems centered on a newly installed blue liner that began peeling and tearing shortly after completion. According to the contractor, the failure resulted from layering two incompatible chemicals. That decision fell under what the company described as human oversight.

The repair plan called for applying one chemical coating over another that could not bond properly with it. That mismatch weakened the liner’s surface and allowed sections to lift. The damage appeared soon after the work wrapped up.

Initial reports had suggested that vandals might have caused the damage. The contractor’s statement now rejects that explanation. Internal documents show the company traced the failure to its own procedures.

The National Park Service, which oversees the site, has not issued a final statement on the matter. Officials are still reviewing the contractor’s findings. Repairs to the liner are expected to be scheduled once that review concludes.

The reflecting pool sits along the National Mall and draws millions of visitors each year. Its blue liner was part of a recent restoration effort. That project aimed to improve water quality and reduce leaks.

The contractor has not said how much the new repairs will cost or who will pay for them. Liability may depend on the terms of the original contract. Legal discussions are reportedly underway.

The incident highlights the risks of using multiple chemical treatments without thorough compatibility testing. Experts say such layers can fail when their formulas do not match. Proper testing could have caught the problem earlier.
