Will a Ban on Bromated Flour Change New York Bagels and Pizza?

A bill pending in the New York State Legislature seeks to ban bromated flour, a common ingredient in many commercial breads and pizza crusts. The additive, which makes dough stretchy and springy, is classified as a carcinogen and is already restricted in several countries and states.

Bromated flour contains potassium bromate, a chemical that strengthens dough and helps it rise. It is widely used by bakeries and pizza shops for its ability to produce a consistent texture at a low cost.

Critics argue that the health risks outweigh the convenience. Studies have linked potassium bromate to cancer in laboratory animals, leading to bans in the European Union, Canada, and China. California already requires warning labels on products containing the ingredient.

A ban would affect the beloved New York bagel and pizza industries. Many local bakers and pizzerias rely on bromated flour to achieve the signature chewy crust and airy crumb that define these staples.

Proponents of the bill say alternatives exist. Unbromated flour, often treated with ascorbic acid or enzymes, can produce similar results without the same health concerns. Some bakeries have already switched.

Opponents worry about higher costs and changes in texture. They argue that New York’s water and techniques already set the products apart, not just the flour. Any switch could alter the taste and feel that customers expect.

The bill remains under review. If passed, it would give businesses a transition period to adjust their recipes. The outcome could reshape how New Yorkers experience their iconic baked goods.
