Trump Administration Moves to Add U.S. Citizenship Question to Federal Tax Forms

A draft version of the primary U.S. tax form now includes a question about citizenship status. The change comes as the Trump administration reshapes priorities at the Internal Revenue Service. The proposal signals a shift toward immigration enforcement within an agency long focused on tax collection.

The draft form asks filers to indicate whether they are U.S. citizens. If finalized, the question would appear on the main individual income tax return. Millions of taxpayers would face the new inquiry during filing season.

The IRS has historically concentrated on administering tax law and collecting revenue. Its mission has rarely involved verifying immigration status. The proposed question marks a departure from that tradition.

Immigrant advocates warn the change could discourage noncitizens from filing returns. Many mixed-status families rely on tax credits and refunds. Fear of exposing immigration status may lead some to avoid the system entirely.

Tax professionals note that the IRS already shares limited data with other agencies under strict rules. Adding a citizenship question could complicate that relationship. It may also increase errors and delays in processing returns.

The administration argues the question supports enforcement of federal law. Officials say it helps verify eligibility for certain benefits. Critics counter that the tax system works best when all workers participate.

The proposal remains in draft form and could change before final release. Public comment and legal challenges are likely. The outcome will shape how the IRS balances tax administration with immigration policy.
