China’s AI Surveillance Struggles Under Chip Sanctions: Predicting Political Risk with Limited Hardware

Chinese researchers have explored how a domestic company developed artificial intelligence designed to predict individuals who might become political risks. The effort took place while U.S. export restrictions limited access to advanced chips and technology.

The study analyzed the company’s challenges in building a surveillance system capable of forecasting dissent. Developers faced hurdles in acquiring high-performance computing hardware needed for training complex AI models.

The technology aimed to analyze behavioral data to identify people likely to engage in political activism. Researchers noted the system struggled with accuracy and reliability due to limited data and computing power.
