CIA Deputy Director Calls for Expanded Economic Espionage to Counter China’s Competitive Edge

The CIA’s deputy director, Michael Ellis, stated that China’s economic competition with the United States makes Chinese companies a legitimate intelligence target. He made the remarks during a conference, outlining a broader espionage mission for the agency.

Ellis argued that the traditional focus on state secrets is no longer sufficient in the current geopolitical landscape. He emphasized that economic espionage is vital to protecting American national security interests. The deputy director pointed to the extensive data and trade advantages that Chinese firms provide to their government.

The comments signal a potential shift in operational priorities for the intelligence community. Ellis suggested that classifying commercial entities as targets requires new legal frameworks and oversight measures. He stressed that the agency must adapt to a more complex battleground that extends beyond military capabilities.

According to Ellis, the objective is not to harm global trade but to counter unfair practices that undermine U.S. competitiveness. He called for enhanced collaboration between intelligence agencies and private sector experts to identify vulnerabilities. The approach aims to monitor the flow of technology and intellectual property more effectively.

Ellis also addressed the ethical boundaries of corporate espionage, noting that the agency operates under strict legal guidelines. He clarified that the targeting would focus on entities directly linked to Beijing’s strategic goals. This includes firms involved in sensitive sectors like artificial intelligence and semiconductor manufacturing.

The deputy director’s statements come amid rising tensions over export controls and trade restrictions. Analysts suggest that this broader mission could strain diplomatic relations with key allies who share commercial interests in China. However, Ellis defended the necessity of the approach, calling it a defensive measure in an era of economic warfare.

He concluded that the CIA’s mission must evolve to stay ahead of adversaries who blur the lines between civilian and state actions. The agency is reportedly investing in new analytical tools to handle the vast data required for this expanded focus. Ellis reiterated that the ultimate goal is to ensure a level playing field for American workers and businesses.
