President Trump signed an executive order on Thursday exempting Russia from a sanctions law passed by Congress.
The order directs the Treasury Department to suspend enforcement of penalties tied to the measure.
Lawmakers approved the sanctions earlier this year as part of a broader foreign policy bill.
The legislation was named after Senator Lindsey Graham, the South Carolina Republican who died in July.
Graham had championed the sanctions before his death, pressing for tougher penalties on Russian officials and entities.
The White House said the order preserves flexibility in conducting foreign policy.
Critics argued the move undercuts congressional intent and weakens the sanctions regime.
Supporters described the exemption as a necessary tool for managing diplomatic and economic priorities.
