Trump’s $5,000 Stimulus Check Proposal: Can He Actually Send Them?

President Trump has proposed sending $5,000 checks to American adults if Republicans retain control of Congress in the midterm elections. The pledge, framed as a “dividend,” has drawn attention for its scale and timing. It remains unclear how such a payment would be funded or approved.

The proposal echoes previous stimulus checks sent during the pandemic. Those payments required emergency legislation and broad bipartisan support. A similar measure now would face a divided Congress and strict budget rules.

No bill has been introduced to authorize the checks. The White House has not released a detailed plan for the program. Without legislation, the proposal remains a campaign promise rather than policy.

Economists question whether the government could afford a $5,000 payment for every adult. Rough estimates place the total cost above $1 trillion. That figure would add pressure to an already large federal deficit.

Supporters argue the dividend would return surplus revenue to taxpayers. They compare it to payments from resource-rich states like Alaska. Critics say no such surplus exists at the federal level.

Legal experts note that Congress controls federal spending. The president cannot unilaterally send checks without legislative approval. Any effort would require cooperation from both chambers.

The proposal’s fate likely depends on the midterm election outcome. If Republicans win, the plan could move forward as a legislative priority. If they lose, it will probably stall before any vote.
