Judge Permits Preliminary Paint Tests in Disputed Plan to Repaint Historic Eisenhower Building White

A federal judge ruled that limited preparatory work, including paint testing on the gray granite exterior, can proceed for now on the Eisenhower Executive Office Building. The decision allows initial steps in a controversial plan to paint the historic structure white, a project championed by former President Donald Trump. The ruling does not authorize the full-scale painting of the building, leaving that larger question for further court review.

The lawsuit challenging the paint job was filed by historic preservation groups, arguing that altering the building’s facade would violate federal preservation laws. The Eisenhower Executive Office Building, located next to the White House, is a designated National Historic Landmark known for its distinctive French Second Empire architecture. Its granite exterior has remained unpainted since the structure was completed in the late 19th century.

In her ruling, the judge noted that the paint testing would cause minimal and reversible damage, allowing that phase to move forward while the legal challenge proceeds. Attorneys for the preservation groups had argued that even testing could harm the stone surface, but the court found the risk insufficient to block the preparatory work. The judge also scheduled a hearing on the full injunction request, which would halt any actual painting until the case concludes.

Supporters of the project, including officials aligned with Trump’s political agenda, have argued that a white exterior would match the aesthetic of the nearby White House. They have also described the change as a way to modernize the building’s appearance. Critics, however, contend that the proposal disregards historical integrity and sets a dangerous precedent for other landmark properties.

The Trump administration first announced the repainting plan earlier this year, drawing immediate backlash from historians and architects. The plan quickly became a political flashpoint, with opponents framing it as an unnecessary and costly alteration to a national treasure.

The building currently houses the offices of the vice president and other senior White House staff, making it a hub of daily executive branch operations. Preservation groups have vowed to continue their legal fight, stating that the testing ruling does not diminish their broader concerns. The judge also ordered that all testing be documented and photographed for the record, ensuring transparency throughout the process. The outcome of the upcoming hearing will determine whether the white paint job moves forward or remains a stalled proposal.
