Judge Blocks Trump Rule Aimed at International Students and Journalists

A federal judge has blocked a Trump administration rule that would have limited how long international students and journalists could stay in the United States. Judge F. Dennis Saylor IV issued the ruling on September 14, 2026. The decision halts the policy before it takes full effect.

The rule sought to cap the length of stay for academics and journalists under certain visa categories. It would have replaced long-standing practices that allowed stays tied to academic or professional programs. The administration argued the change was needed to reduce overstays.

Judge Saylor rejected those justifications in a written opinion. He called the administration’s reasoning for the rule “exceptionally weak.” The court found the policy lacked sufficient legal and factual support.

International students and journalists had challenged the rule in federal court. They argued it would disrupt research, reporting, and academic exchanges. Many said the rule created unnecessary uncertainty about their legal status.

The ruling prevents the government from enforcing the new limits while the case proceeds. It does not permanently strike down the rule. Further legal challenges could still follow.

Universities and press groups praised the decision. They said the rule would have harmed America’s ability to attract global talent. The administration has not announced whether it will appeal.

The case reflects ongoing tensions over immigration policy and visa oversight. Courts have repeatedly reviewed executive actions affecting foreign nationals. This ruling adds to that pattern of judicial scrutiny.
